{"id":2181,"date":"2026-01-25T20:34:33","date_gmt":"2026-01-25T17:34:33","guid":{"rendered":"https:\/\/www.rm.kiev.ua\/sertyfikacziya-kosmetyky\/"},"modified":"2026-08-30T13:30:39","modified_gmt":"2026-08-30T10:30:39","slug":"sertyfikacziya-kosmetyky","status":"publish","type":"page","link":"https:\/\/www.rm.kiev.ua\/en\/sertyfikacziya-kosmetyky\/","title":{"rendered":"Cosmetic Product Compliance"},"content":{"rendered":"[vc_row overflow=”default” css=”.vc_custom_1769422764495{padding-right: 30px !important;padding-left: 30px !important;}”][vc_column][vc_column_text]Although\u00a0mandatory certification of cosmetic products is no longer required in Ukraine,\u00a0Technical Regulation No. 65, which entered into force on\u00a03 August 2024, introduced mandatory product notification (registration) and the requirement to prepare a\u00a0Cosmetic Product Safety Report (CPSR).\r\n\r\nA transitional period remains in effect until\u00a03 August 2026, after which all cosmetic products placed on the Ukrainian market must comply with requirements aligned with\u00a0EU Regulation (EC) No. 1223\/2009, including\u00a0Good Manufacturing Practice (GMP)\u00a0in accordance with\u00a0ISO 22716.\r\n\r\nKey Stages of Cosmetic Product Compliance\r\n
    \r\n \t
  1. Appointment of the Responsible Person <\/strong>A legal entity or individual must be designated as the\u00a0Responsible Person, assuming responsibility for ensuring the product’s compliance and safety on the market.<\/li>\r\n \t
  2. Preparation of the Product Information File (PIF) <\/strong>A\u00a0Product Information File (PIF)\u00a0is compiled, containing the product formulation, safety assessment, toxicological data, manufacturing information, and all documentation required under the applicable legislation.<\/li>\r\n \t
  3. Laboratory Testing <\/strong>Product samples undergo the necessary laboratory testing, including microbiological analysis, pH testing, stability studies, and toxicological safety assessment, as applicable.<\/li>\r\n \t
  4. Labelling Compliance Assessment <\/strong>Product labels are reviewed to ensure compliance with Technical Regulation No. 65, including ingredient listings, shelf life, manufacturer information, warnings, and other mandatory labelling requirements.<\/li>\r\n \t
  5. Product Notification (Registration) <\/strong>Following successful compliance assessment, the cosmetic product is notified through the electronic notification system administered by the Ministry of Health of Ukraine before being placed on the market.<\/li>\r\n<\/ol>\r\nRegulatory Changes Effective from 3 August 2024:\r\n\r\nTransition from Certification to Regulatory Compliance <\/strong>Mandatory cosmetic certification has been replaced by a system based on\u00a0Declaration of Conformity, product notification, and compliance with the applicable technical regulations.\r\n\r\nGood Manufacturing Practice (GMP) <\/strong>Compliance with\u00a0ISO 22716 (Good Manufacturing Practice for Cosmetics)\u00a0has become the recognised quality standard, aligning Ukrainian requirements with European regulatory practices.\r\n\r\nTransitional Period <\/strong>Cosmetic products that were lawfully placed on the Ukrainian market before the new regulation entered into force may continue to be marketed during the transitional period, which ends on\u00a03 August 2026.\r\n\r\nCost of the Compliance Procedure <\/strong>The cost of achieving cosmetic product compliance depends on the product category, formulation, required laboratory testing, and the scope of regulatory documentation needed for the conformity assessment process.\r\n
